In the mid noughties I lived for two stretches in St Albans, a commuter city nestled in the Hertfordshire green belt. The first time I lived and worked in the town centre, after leaving school. Some years later I lived there again, commuting into a job in London. It’s just 18 minutes from central London by train. Each year there are 7.5 million entries and exits through the station gates. It’s a fantastic place for commuters to live, if you can afford the exorbitant prices. It’s also a very easy place to live without a car if you are happy to walk and cycle about town. Yet nine in ten residents owns a car, half drive to work, and almost 7 in 10 trips are taken by car overall. In her lovely book ‘Life in the Garden’, Penelope Lively describes gardening as “the conquest of nature, the harnessing of nature to a purpose”, and “the creation of an ordered state where nature would insist on disorder”. I find this a curious view, especially from somebody who has spent a lifetime with her fingers in the soil, and observing gardens. Admittedly many gardening fashions over the years have sought to shape nature to a pastiche of the sublime, the picturesque, or the de-natured geometric. The dominant ethos of suburban gardening until quite recently was to spray nature into submission, leaving only manicured flowers to poison unsuspecting insects. This was the “ordered state” to which gardeners aspired. But whether at the level of a petal, a plant or a whole garden, I find in nature’s design the most complex and fascinating ordered state. The publication of the hellish Hothouse Earth report during a global heatwave has woken many up to the stark reality of climate change. But few have woken up to the political reality we face.
Ten years ago, it was low energy light bulbs that we used to deflect our responsibility for climate change. Now it’s more often the rich and big business. But fault is hard to ascribe, and can stop us facing some hard truths. David MacKay, in his seminal book Sustainable Energy Without the Hot Air, punctured the light bulb mantra that “every little helps” and posited the more realistic mantra: “if everyone does a little, we’ll achieve only a little.” Changing your light bulbs and turning your TV off at the plug might reduce your emissions by 1%. If everybody does this, it doesn’t add up to a lot. We’d reduce our collective emissions by 1%. Meanwhile, these would-be eco warriors fly to Spain for a holiday. I’m not a very regular cinema-goer, so I’ve never felt particularly passionate about the campaign to bring one to Crystal Palace. But I do fully support the Picture Palace campaign in trying to keep 25 Church Road as an assembly/leisure building for the local community, in the face of repeated attempts to turn it into a church. We have planning rules that designate the building a certain “use class”. This one is D2, which means it is protected for uses like a cinema, dance, concert or bingo hall, gym or skating rink. It’s the only facility of its kind in an area already blessed with lots of fantastic places of worship. This area of planning policy exists to ensure we have a good mix of facilities in the local area, and can be used by councils to prevent communities being overrun with cafes and takeaways, or losing valuable office space. Following yesterday’s post on making London more dense, Tim Lund suggested I do a slightly more sophisticated analysis. Planners in London use a metric called the Public Transport Accessibility Level, or ‘PTAL’, which does pretty much what you’d expect. Rules for things like car parking levels and the density of housing you should build are based on these, because obviously if you’re in central London you have no need for a car and you can justify quite tall blocks of flats, but in low rise suburbia with only sporadic bus services it’s accepted that more car parking and less dense housing is appropriate. So if you were to follow these rules, how much more housing could you build in London? First, I took the data for PTAL levels (the map on the left). How do we build more homes in London? The Mayor’s latest exercise assessing needs suggests we need up to 690,000 over the next ten years, but a parallel exercise looking for land only came up with sites for 420,000 homes. The usual debate is whether or not we build in London’s greenbelt to make up the difference. But there are at least three good reasons not to go down this route to solve our problems: there are an awful lot of protected habitats that we really cannot build on; building sustainable developments around transport hubs and avoiding those habitats could only deliver (in Andrew Lainton’s estimation) 72,000 homes; and if we ignore these, it could lead to more low density, car-dependent urban sprawl, which the greenbelt was established to prevent. At the Green Party autumn conference, I attended an early morning panel discussion on population. I wrote about this in a recent blog post, describing the debate between a representative from Population Matters and Sebastian Power from the Green Party. I also mentioned that Sebastian offered during the debate to send references for his claims to anyone who was interested in what he said. Now that he has sent these around, I wanted to write a third (and hopefully final) blog entry on the population debate. Having followed up his references, I felt I had to write this because so many people in the conference audience and more widely will have heard his arguments and heard his claim that he based them on solid, scientific references. He also made the same arguments in an article for the internal magazine, Green World, and I have heard the same arguments from several other party members.…
The population debate rumbles on. David Attenborough crashed back into the debate with a pretty crass set of remarks about not sending food aid to places struck by famine, earning lots of impassioned responses. The activist-comedian Robert Newman wrote an interesting piece pointing out that population growth is tailing off so claiming it really isn’t the issue, and so it continues, round and around.
